Ed, inevitably local governments and school districts will include referendums for tax hikes to increase their revenues. these referendums should only be allowed on the November ballots where voter turnout is greater. currently these tax hike referendums appear on the May ballots where a smaller number of people generally approve those tax hikes. If they are requesting more money it should be approved or disapproved by a greater number of people than the May turnout provides.
